The rain was bucketing down when my wife and I took the exit to the Chirihama Beach Drive. With the rain coming in sheets and the surf heavy, driving on the beach was a completely magical experience… Full review by John A

JR Hakui station (to the north) has rental bicycles, 1000 yen/day for a standard bike and 1200/day for one with electric assist (since it's a JR station it should be easily accessible). Chirihama rest house on the beach (about 1.5 km from Hakui station) rents beach cruisers.
